Nach der Amtsübernahme Präsident Lulas wurde statt des Neoliberalismus ein sozialer Entwicklungsstaat etabliert. Südafrika wurde hingegen durch ein formell rassistisches Ungleichheitsregime geprägt. Nach der Demokratisierung etablierte sich mit dem ANC die wichtigste Widerstandsbewegung als Regierungspartei. Er beseitigte zwar staatlichen Rassismus, konnte die hohen Ungleichheitsraten aber kaum reduzieren. Im Fazit verweist Leubolt auf Erfolge und Widersprüche gleichheitsorientierter Politik.
